Project Quality Engineer

Kuala Lumpur - Malaysia

Reporting to the QA/QC Manager with responsibility for ensuring that all Customer Quality requirements are met. The role of the Project Quality Engineer is to translate Customer Quality requirements into documents and disseminate to the organization. The PQ Engineer is responsible for developing Inspection Test Plans (ITP’s), performing gate reviews and interfacing with the Project Manager, customers, suppliers and fabrication sites on project quality requirements.

Roles and Responsibilities:

  1. Review the project quality requirements in the contract and associated technical documents provided by the Customer.
  2. Perform audits of post completion documents for compliance.
  3. Develop Project Quality Plans (QP), Inspection Test Plans and all other quality related planning documents required by the customer and obtain Customer and Third-Party approval for the Project Quality Plan. Identify special customer inspection/test requirements and establish QP’s defining quality requirements for assemblies, parts and components.
  4. Review and approve Vendor WPS’s, PQR’s, weld maps, NDE procedures, hydrostatic procedures and other required documentation.
  5. Interface with Project Management, Engineering, Procurement and Operations to ensure coordination of Customer quality requirements for the project.
  6. Develop the Project Inspection, Test and Verification Plan documenting Customer acceptance test, witness and hold points for the project and interface with Supplier Quality Engineers to ensure supply chain requirements and controls are met. Communicate and monitor Customer quality expectations throughout the supply chain.
  7. Coordinate supplier acceptance test, witness and hold points with the Customer and Third Parties.
  8. Interface with Project Manager to obtain written Customer approval on all deviations from design, functional and quality test requirements.
  9. Ensure all project quality deliverables on the project are produced and delivered in a timely manner.
  10. Identify project quality resource requirements and assign enough resources to satisfy the quality requirements on the project.
  11. Correspond with Customers, Suppliers, Supply Chain and Third-Party Agencies in accordance with project procedures, as needed.
  12. Performance of source inspection at fabrication sites and supplier locations when required.
  13. Participate on supplier audit team as SME when requested.

Qualifications and Experience:

  1. Bacehlor degree in Engineering, preferably Mechanical, Metallurgical or Manufacturing.
    2. 2 - 5 years’ experience in Project Quality Management in the oil and gas industry.
  2. Working knowledge of ISO 9001 Quality Management System
  3. Strong working knowledge of ASME Code Section VIII, IX to include certification and compliance requirements is a preferred.
  4. Pressure vessel fabrication experience
  5. Strong welding and fabrication background
  6. Ability to read and interpret drawings to include ANSI Y14.5 (GD&T), electrical and hydraulic schematics.
  7. 25 – 30% travel including domestic and overseas.
  8. Willing to work in Petaling Jaya.
  9. Proficient in Malay and English.
