Senior Legal Counsel - Trade Compliance

Schlumberger is currently looking for a UK or US qualified senior lawyer, with exposure and expertise in UK, EU and US trade control regimes, to join its Ethics & Compliance team. The position is based in London (UK).

The Senior Legal Counsel, Trade Compliance is responsible for implementing the governance and monitoring the execution of the trade control elements of the Schlumberger Ethics & Compliance Program through the implementation of tools and resources associated with communications, training, governance documents, risk maps, data analytics and regulatory monitoring.  This person provides legal advice related to Trade Compliance and further contributes to the development and communication of the Ethics & Compliance Department mission and vision to members of the legal department and business stakeholders.

General Responsibilities:

  • Develops and provides support in the implementation of Ethics & Compliance governance and guidance documents including approved wording for contracts and external communications.  
  • Develops training modules, presentations, and materials related to the Ethics & Compliance Program. 
  • Conducts training seminars on compliance matters to raise awareness of the issues and disseminate Schlumberger Compliance Program. 
  • Leads Ethics & Compliance Global projects defined by the annual Ethics and Compliance strategy. 
  • Actively participates in high risk level allegation reviews.
  • Provides assistance to the Legal Counsels, Compliance and other members of the Legal department who are responsible for executing the Ethics and Compliance guidelines, procedures, delivering trainings. 
  • Contributes to the Legal Department’s knowledge management program by capturing and sharing lessons learned from his/her legal matters and making useful legal content available to the proper audience.
  • Contributes to the legal department’s training program by assisting with the design and delivery of legal training and learning initiatives. 

Specific Trade Compliance Responsibilities:

  • Responsible for the governance of the Trade & Customs Compliance (TCC) within the broader Ethics & Compliance department.
  • Keeps Operations and Functions duly informed of TCC regulatory changes that materially affect Schlumberger business.
  • Develops guidelines, procedures, processes, communication and training to promote compliance with applicable trade laws, regulations, and Schlumberger policies worldwide.    
  • Provides assistance to the Regional TCC Managers and Legal resources who are responsible for executing the TCC guidelines, procedures and training. 
  • Affirms ongoing compliance with internal processes and external regulations through participation in annual TCC Audits conducted by Schlumberger Limited Internal Audit (“SLIA”); in-country site reviews and audits performed by TCC and internal and supplier audits, focused on TCC and Anticorruption.  
  • Development and maintenance of Schlumberger’s legal framework governing dangerous goods and chemicals during storage, domestic shipments, and international movements. 
  • Provides counsel regarding licensing requirements, associated jurisdiction(s), license applications and compliance with license conditions.  
  • Manages audits and investigations as well as interactions and communications with relevant stakeholders including government agencies
  • Works with the Litigation group on certain litigation matters e.g., those tied to internal Ethics & Compliance Allegation Reviews and TCC issues.  

Qualifications and Experience:

  • LLM or JD from an accredited law school and licensed to practice in any jurisdiction in the UK
  • Minimum of 7 years of professional qualified experience in trade control compliance, with exposure to UK, EU and US trade control regimes. Government enforcement or agency experience preferred
  • Results oriented, strong work ethic, and strong business acumen
  • Able to think strategically and solve problems systematically
  • Able to work collaboratively with internal stakeholders and project teams to assess needs, provide information, resolve problems
  • Customer focused, punctual and display a sense of urgency
  • Excellent legal writing skills, verbal, written and presentation communication skills including communicating complex content to a range of audiences
  • Able to work independently as well as a highly functioning team member
  • Able to travel domestically or internationally as required
  • Candidates must be able to legally work and reside in the UK
