Senior HSE Specialist

Job Title: Senior HSE Specialist

Location: Awjilah 103 Base, Libya

Department: Health, Safety & Environment (HSE)

Reports To: HSE Manager / Country Operations Manager

The Senior HSE Specialist is responsible for supporting local management at Awjilah 103 Base in establishing, implementing, and continuously improving the Health, Safety, and Environment (HSE) culture. The role ensures compliance with company standards, Libyan regulatory requirements, and industry best practices while promoting a proactive and sustainable safety culture in a field-based environment.

Key Responsibilities

- Support implementation of the HSE Management System at Awjilah 103 Base
- Ensure compliance with company standards and Libyan HSE regulations
- Conduct HSE audits, inspections, and self-assessmentsIdentify risks and perform risk assessments (JSA, hazard analysis)
- Develop and maintain HSE procedures, work instructions, and checklistsAdvise management on corrective and preventive actions
- Coordinate and deliver HSE training for employees and contractors
- Promote HSE awareness and safety culture across the site
- Participate in incident investigations and ensure follow-up actions
- Monitor HSE performance and track key indicators (KPIs)
- Review and maintain HSE data in systems (e.g., QUEST)
- Analyze HSE trends and recommend improvement actions
- Liaise with contractors, authorities, and regulatory agencies
- Ensure contractor compliance with HSE requirements
- Maintain up-to-date HSE documentation and records onsite
- Participate in SET meetings and site safety reviews
- Support continuous improvement of HSE programs and practices

Key Performance Indicators (KPIs)

HSE compliance and audit performance

Incident Frequency Rate (IFR) / Total Recordable Incident Rate (TRIR)

Closure rate of corrective actions

HSE training completion rates

Improvement in HSE trends and reporting accuracy

Qualifications & Experience

Bachelor’s degree in Engineering, Occupational Health & Safety, Environmental Science, or related field.

5–8+ years of HSE experience, preferably in oil & gas or field operations.

Strong knowledge of ISO 45001, ISO 14001, and industry HSE standards.

Experience working in remote or desert operational environments is highly desirable.
